(P) After paving the parking lot for a new apartment building, owner Bob Withers decided he would be doing everyone a favor if he the excess asphalt to pave an access alley owned by the city. The volunteer project cost him $500. City officials were unimpressed. Because Wither's paving didn't meet all specifications for city streets, the apartment owner was ordered to tear up his asphalt and restore the alley to dirt and gravel.
